EU Sanctions 16 Individuals, 7 Entities for Deportation of Ukrainian Children on May 11

On May 11, the EU sanctioned 16 individuals and 7 Russian entities for the illegal deportation and assimilation of Ukrainian children. Russia has reportedly abducted nearly 20,500 children. The sanctions were announced at an EU, Ukraine, and Canada meeting focused on returning children and holding Russia accountable.

On May 11, the Council of the European Union imposed sanctions on 16 individuals and 7 entities responsible for the systematic illegal deportation, forced transfer, and assimilation of Ukrainian minors. The list of violations also includes militarized education, illegal adoption, and the removal of children to the Russian Federation and temporarily occupied territories of Ukraine.

It is estimated that since the beginning of the full-scale war, Russia has deported and abducted almost 20,500 Ukrainian children. Among the entities included in the sanctions list are federal state institutions associated with the Russian Ministry of Education, specifically the All-Russian Children's Centers «Orlyonok», «Alye Parusa», and «Smena». These centers organize programs for Ukrainian children, during which they are subjected to pro-Russian ideological indoctrination through patriotic, ideological, and military-oriented activities.

Other organizations targeted by sanctions accept Ukrainian minors transported from the occupied territories of Ukraine and subject them to programs consistent with Russian state policy. This includes political ideological processing and activities aligned with educational programs designed for basic military training.

The imposition of sanctions was announced on the occasion of a high-level meeting co-chaired by the European Union, Ukraine, and Canada. The purpose of this meeting is to plan concrete steps for the return of children abducted by Russia to Ukraine and to hold Russia accountable. On the same day, Lithuania pledged to allocate over 10 million euros to support initiatives related to the return of abducted children, their psychological and medical rehabilitation, strengthening the guardianship system, and ensuring accountability for crimes.
