Ukraine Expands 2026 Defence Budget to 1.56 Trillion UAH, Backed by €90 Billion EU Package

Ukraine is significantly expanding its 2026 defence budget to 1.56 trillion UAH, supported by a €90 billion EU package. Prime Minister Yuliia Svyrydenko confirmed increased funding for security and defence, prioritizing domestic production and energy security. The EU package will deliver €45 billion in 2026, with initial funds directed towards key wartime needs.

Ukraine plans a significant expansion of defence spending in its 2026 state budget, supported by a €90 billion EU package covering wartime financing through 2027. Prime Minister Yuliia Svyrydenko announced budget amendments that substantially increase resources for the security and defence sector, enabled by the EU loan agreement.

The EU package is expected to deliver €45 billion in 2026, with the first tranche in June. Initial disbursements will prioritize domestic defence production, especially drone manufacturing, and energy security, including critical infrastructure protection. President Volodymyr Zelenskyy had previously outlined these priorities on April 26, 2026.

The revised budget allocates 1.56 trillion UAH to defence and security. This includes 174.3 billion UAH for servicemembers’ salaries, 1.37 trillion UAH for weapons and military equipment development and procurement, and 14.6 billion UAH for other security and defence needs. Additional funds will modernize defence production and scale up domestic weapons manufacturing.

Beyond defence, 40 billion UAH is allocated to regional resilience programs, such as energy system protection and critical infrastructure maintenance, and another 40 billion UAH to the reserve fund for emergency wartime needs. The overall budget increase exceeds 2.2 trillion UAH, primarily driven by international financial assistance. The government will now seek parliamentary approval for these amendments.
