Minister for Children Gains Authority to Object to Creche-to-Housing Conversions
Minister for Children Norma Foley can now object to developers converting creches into housing, gaining significant authority under new planning laws. The Minister for Children, Norma Foley, has been designated as a prescribed body under planning laws, granting her greater authority to object to developers converting creches into residential housing. This marks the first time childcare has received such priority in planning, previously reserved for environmental or transport organizations.
Under current rules, developers must include a creche with 20 childcare places for every 75 homes. However, many designated creches are left empty or converted into houses. Foley previously highlighted the need to update planning laws to ensure adequate childcare infrastructure.
Minister for Housing James Browne confirmed this change. Local authorities must now notify the Minister for Children of any planning applications affecting childcare demand, including new housing developments of 75+ homes and applications to change creche buildings to residential use. This will allow the government to collect data on such change-of-use applications for the first time, enabling Foley to object with «greater weight» and ensuring childcare provision influences planning decisions. The move addresses a long-standing issue of integrating childcare into the planning system, as noted by Fine Gael TD Emer Currie.
