All 31 Local Authorities Begin Housing Land Rezoning; 15,102 Hectares Identified

All 31 local authorities have begun rezoning land for housing as directed by the Minister for Housing, with 14 councils already amending plans. This initiative aims to yield 15,102 hectares of residentially zoned land, potentially providing 528,000 units. However, infrastructure investment is crucial for actual housing delivery.

All 31 local authorities in Ireland have commenced efforts to zone additional land for housing, a directive issued by the Minister for Housing. To date, 14 councils have successfully amended their local development plans to designate more serviced or readily serviceable land for residential development.

An update provided to the Oireachtas Committee on Infrastructure and National Development Plan Delivery by the County and City Management Association (CCMA) indicates that an additional 10 local authorities are projected to complete a portion of this work by June. Furthermore, the CCMA anticipates that all 31 councils will have completed some aspect of these variations by the close of the current year. Minister for Housing James Browne initiated this requirement in July 2025, instructing councils to rezone more land to meet elevated housing targets. He has since expressed concerns regarding insufficient progress by local authorities.

In its opening statement to the committee, the CCMA reported that the full completion of planned rezonings is expected to result in approximately 15,102 hectares of residentially zoned land across national development plans. Based on an average density of 35 units per hectare, this land could accommodate approximately 528,000 residential units, sufficient to house over 1.1 million people at an occupation rate of 2.1 persons per unit.

The association cautioned that rezoning alone would not guarantee housing delivery. It emphasized that the primary constraint on developing these lands into homes would be infrastructure, specifically water and wastewater services and transport connectivity. While many of the lands identified through the variation process are theoretically serviceable, their activation hinges on capital investment from entities such as Uisce Éireann, ESB Networks, BGE, and other utilities, as well as transport investments by local authorities acting as road authorities. The CCMA stressed that aligning planning timelines with infrastructure investment timelines requires sustained governmental attention.
