France Expands One-Euro University Meals to All Students Amid Financial Hardship

France has launched a one-euro meal program for all university students to address financial hardship. This initiative, following student union advocacy, extends the discounted rate previously available only to low-income students. A January survey revealed 48% of students faced food insecurity due to financial reasons.

French university canteens have initiated a program offering one-euro meals to all students, irrespective of their income, starting this Monday. This measure is a direct response to growing concerns about student financial hardship.

The initiative follows advocacy from student unions to broaden the availability of the one-euro, three-course meal, which typically costs 3.30 euros. Previously, this discounted rate, covering a starter, main course, and dessert, was exclusively accessible to students with low incomes or those receiving financial aid.

This policy aims to mitigate the financial pressures faced by students in France. A January survey conducted by a student union organization revealed that 48% of students have experienced food insecurity due to financial constraints, with 23% reporting this occurs several times monthly. In 2024, approximately 667,000 students benefited from the one-euro lunch scheme, marking a 5.3% increase from the prior year. University restaurant operator Crous reported serving around 46.7 million meals at both the discounted and standard 3.30-euro rates.

Authorities are anticipating a surge in demand. Higher Education Minister Philippe Batiste has committed 120 million euros by 2027 to support the program. Batiste described the initiative as «a small internal revolution» and pledged to monitor its implementation to prevent excessive workload for canteen staff and to maintain food quality.
