Zelenskyy Imposes Sanctions Against 121 Occupiers and Religious Figures Involved in Attacks

President Zelenskyy, by decrees, enacted the National Security and Defense Council's decision on sanctions against Russian commanders involved in missile attacks against Ukraine, and religious figures who justify the aggression of the Russian Federation. The first list included 121 occupiers involved in massive missile strikes on Ukraine, including commanders of long-range aviation units of the aerospace forces.

These units carried out strikes on "Okhmatdyt" on July 8, 2024, a multi-story building in Ternopil on November 19, 2025, "Amstor" in Kremenchuk on June 27, 2022, and infrastructure facilities. Sanctions were also imposed against commanders of the Russian Navy who shelled Ukraine from ships and submarines with Kalibr missiles. Commanders from this list are involved in strikes on Kyiv thermal power plants and energy infrastructure facilities in Lviv region, Ivano-Frankivsk region, Volyn region, Mykolaiv region, and Odesa region. In addition, sanctions were imposed on commanders of missile and artillery units that carried out strikes with Iskander-M missiles.

The commanders of these units organized strikes on Sumy on April 13, 2025 (25 dead), Chernihiv on April 17, 2024 (18 dead), and the village of Hroza (59 dead). Vladyslav Vlasiuk stated that this is the first case of identifying more than 100 people who give orders to launch missiles.

The package regarding religious figures includes nine people who called for the killing of Ukrainians and support the aggression of the Russian Federation. Ukraine will transfer information to partners for synchronization of sanctions.
