Irish Government Urged to Simplify US Driving Licence Exchange for Returning Emigrants

Irish emigrants returning from the US are urging the Government to simplify the «painful» process of exchanging US driving licences for Irish ones. A report highlights the lack of reciprocal agreements, affecting 9,600 people who moved from the US to Ireland between April 2024 and April 2025. The Department of Transport is reviewing the report and engaging with US states to establish agreements.

Irish emigrants returning from the United States are calling on the Government to simplify the process of obtaining an Irish driving licence, which they describe as «painful» and «burdensome». A report by the Irish-US Driver's Licence Exchange Campaign highlights the absence of reciprocal licence exchange agreements with any US state as a major obstacle. This issue affects a growing number of people, as Central Statistics Office (CSO) figures show that the number of individuals moving from the US to Ireland nearly doubled between April 2024 and April 2025, rising from 4,900 to 9,600.

Currently, US licence holders in Ireland can drive for up to 12 months as visitors. After this period, if they remain, they must either exchange their licence if eligible or undergo a full process: pass a theory test, apply for a learner permit, complete essential driver training, and pass a driving test. This is in contrast to EU member state licences, which are valid in Ireland without exchange. Co-authors Damian Greene and Larry Donnelly of the report «Easing the Burden on Our Returning Citizens» deem these requirements «burdensome and unnecessary».

The report suggests several solutions, including prioritising agreements with US states that already have EU agreements, allowing unilateral and reciprocal recognition of foreign licences, and reinstating Irish licences expired for over 10 years if the holder has a current foreign licence. Larry Donnelly believes the Minister for Transport could immediately amend the relevant statutory instrument regarding the 10-year licence expiration. The report notes that 29 US states have exchange arrangements with France and/or Germany, demonstrating that agreements are achievable.

A spokesperson for Minister for Transport Darragh O’Brien confirmed the Department of Transport is reviewing the report. Both Minister O’Brien and Minister of State Seán Canney are committed to securing reciprocal driving licence agreements. Minister Canney stated that officials are actively engaging with New York, New Jersey, and Massachusetts to establish such exchanges, acknowledging the technical nature of the assessment process due to 50 varying US state licensing systems.
