Pentagon Allocated $400 Million Aid to Ukraine, Approved by Congress in December 2025

This information emerged following criticism from leading Republican Senator Mitch McConnell of Kentucky, who chairs the Senate Committee on Defense Appropriations.

Senator McConnell, in his article for The Washington Post this week, criticized the U.S. Department of Defense for delaying these funds. He stated: «The aid to Ukraine that we approved months ago is now gathering dust at the Pentagon. When members of the Senate Appropriations Committee sought explanations from the department's policy division, led by Under Secretary Elbridge Colby, they were met with excuses». The senator also recalled that last year, Colby was behind the decision to suspend arms supplies to Ukraine.

Meanwhile, speaking before the House of Representatives committee on April 29, Pentagon chief Pete Hegseth reported that these funds had been allocated the day before. «These funds were allocated to strengthen the capabilities of European countries, and yesterday (Tuesday, April 28) they were transferred», he said, without elaborating.

This refers to a $400 million package for the Ukraine Security Assistance Initiative (USAI), which involves the Pentagon purchasing equipment from American defense companies. This appropriation was included in the National Defense Authorization Act, approved by the U.S. Congress in December 2025.
