Ukraine, EBRD Sign €30M Agreement for Chornobyl NPP Protection Restoration on April 26

On April 26, Ukraine signed a €30 million agreement with the EBRD for the first phase of Chornobyl NPP protection restoration. The funds will cover damage assessment and design following a Russian drone strike. The total restoration cost is estimated at €500 million, with international partners already committing an additional €100 million.

On April 26, Ukraine signed an agreement with the European Bank for Reconstruction and Development (EBRD) for the allocation of 30 million euros for the first phase of restoring the protective structure at the Chornobyl Nuclear Power Plant. This was announced by the First Deputy Prime Minister – Minister of Energy of Ukraine, Denys Shmyhal.

According to Shmyhal, these funds will be directed towards damage assessment, solution development, and design, which will allow for the commencement of necessary works and the timely procurement of equipment for the confinement. Preliminary estimates suggest that the total cost of restoring and enhancing the safety of the confinement after a Russian drone strike in February 2025 is approximately 500 million euros.

Furthermore, international partners have already committed almost 100 million euros to enhance nuclear safety. Following the event, 24 countries supported a joint statement on mobilizing resources for the Chornobyl NPP. Shmyhal emphasized the importance of international support in overcoming the consequences of Russian attacks, noting that solidarity in energy and nuclear safety is a shared investment in Europe's security.

Earlier, Shmyhal stated that since the beginning of the full-scale invasion, Russian forces have attacked substations in Ukraine, critical for nuclear safety, 155 times.
