Top 10 Private Providers Received €313 Million in 2025 for Accommodation

Ireland's top 10 private accommodation providers for refugees received €313 million in 2025, up from €281 million in 2024. The State paid €1.6 billion total to 182 companies. Deportation costs in 2025 averaged €9,159 per person via charter and €8,151 via commercial flights.

The top 10 private providers of accommodation for international protection applicants and Ukrainian refugees received €313 million in 2025, an increase of over €30 million from the €281 million paid in 2024. This data was supplied by the Department of Justice to the Committee of Public Accounts.

Overall, the State paid €1.6 billion to private providers in 2025 across 287 accommodation centres managed by 182 companies. The highest individual contract in 2025 was over €40 million to Mosney Unlimited Company. Other significant payments included almost €39 million to Cape Wrath Hotel, €34 million to Holiday Inn Dublin Airport Skyline View Ltd, and €33 million to Guestford Ltd.

Payments to the top 10 providers for Ukrainian refugees specifically decreased to €103 million in 2025 from €182 million in 2024, reflecting more refugees leaving State-provided accommodation or returning to Ukraine.

The department also disclosed deportation costs. In 2025, six charter flights deported 182 people and removed 23 EU citizens at a cost of €1.667 million, averaging €9,159 per person. The most expensive charter flight, to Pakistan, cost €581,790 plus €19,000 for a medical team. Additionally, 185 people were deported via commercial flights for €1,507,990.05, averaging €8,151 per person.
