New Exemptions Proposed for Bike and Bin Storage in Front Gardens

Proposed changes brought to Cabinet this week could allow homeowners to install bike or bin storage units in their front gardens without planning permission. This move is part of a wider memo from Housing Minister James Browne, updating exempted development regulations for residential properties.

The new exemption would permit households to install storage units at the front or rear of their property, accommodating up to four adult bicycles, two cargo bikes, or three wheelie bins. The Department of Housing confirmed this measure, emphasizing that size limitations will apply, with full details to be published during the Oireachtas ratification process. Until then, existing planning rules remain in effect.

Currently, bike sheds and bin storage are generally allowed only at the rear or side of a property, not forward of the front wall, making front garden structures unauthorized development. Cian Ginty, editor of IrishCycle.com, called the proposed exemption a much-needed response to a long-standing issue for urban cyclists, especially those without rear garden access. He noted it improves security, protects bikes from elements, and reduces unnecessary planning disputes, freeing up resources.

While the changes aim to cut planning red tape and provide certainty, questions remain about whether allowances will be sufficient, particularly for cargo bikes. For cycling advocates, this front garden exemption is a long-overdue shift, recognizing cycling as a normal form of transport.
