Tánaiste Simon Harris Expresses Concerns Over Inheritance Tax, Prioritizes Income Tax Package

He stressed the necessity of a personal income tax package in the upcoming budget and advocated for raising the threshold at which the higher tax rate applies. Harris also mentioned considering pay-related benefits and a childcare package.

Tánaiste Simon Harris has voiced concerns regarding inheritance tax, describing it as «punitive and difficult at times». These comments come as the government is reportedly considering changes for Budget 2027.

While reducing income tax is the main priority for Fianna Fáil and Fine Gael, both party leaders have discussed inheritance tax. Harris previously called current thresholds «unfair» and several TDs in his party advocate for changes in the upcoming October budget.

Speaking in Cork, Harris emphasized the need for a personal income tax package this year, stating, «There needs to be a personal income tax package. Full stop.» He also highlighted the issue of the higher tax rate being applied at too low a level, noting it increased from €33,000 in 2015 to €44,000 now, and expressed a desire for further progress on this in future budgets. He believes workers should retain more of their earnings from overtime or promotions.

Other priorities include a childcare package and a savings and investment scheme. Harris also confirmed commitments in the program for government to consider pay-related benefits, such as maternity benefit, to link PRSI contributions with returns during significant life events like childbirth. Foreign Affairs Minister Helen McEntee welcomed the introduction of paid leave for miscarriage and supports continued progress on parental leave initiatives.
