NATO Ankara Summit: Russia a Threat, Ukraine to Receive €140 Billion for 2026-2027
The NATO summit in Ankara on July 7-8 will label Russia a threat. European allies and Canada will commit €140 billion in military aid to Ukraine for 2026-2027. Ukraine will also be recognized as a security «provider».
The final declaration of the NATO summit in Ankara on July 7-8, whose draft is being finalized on July 3, will designate Russia as a threat to Euro-Atlantic security. The document also commits European NATO members and Canada to provide Ukraine with €140 billion in military support during 2026-2027, €70 billion annually.
This amount includes the defense portion of the EU loan of €90 billion (€28.3 billion in 2026) and all bilateral commitments. Germany actively promoted this commitment to long-term defense support for Ukraine (Ukraine Defence Pledge).
The declaration will also recognize Ukraine not only as a recipient but also as a «provider» of security for European NATO allies. A meeting of the Ukraine-NATO Council at the level of foreign ministers will also take place during the summit.
