PSNI Budget Cuts Impact Operations, Workforce, and Morale, Says Inspectorate

A policing inspectorate report reveals that PSNI budget cuts and funding uncertainty are severely impacting operational capacity, workforce, and morale. The force was graded «adequate» but faces significant challenges due to underfunding. Both the PFNI and Justice Minister Naomi Long emphasize the urgent need for proper government funding to address these issues.

A report by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) found that long-term budget cuts and funding uncertainty are severely impacting the Police Service of Northern Ireland’s (PSNI) operational capacity. Reductions in officer and staff numbers, exacerbated by high sickness absence and adjusted duties, have led to increased overtime and canceled rest days, causing fatigue and burnout.

The Police Federation for Northern Ireland (PFNI) called the situation an «appalling indictment» of the government’s failure to properly fund the PSNI. Justice Minister Naomi Long, who requested the inspection in September 2025, welcomed the report, stating it highlights significant operational pressures linked to funding, workforce capacity, wellbeing, and supervision, and that these shortcomings cannot be addressed without appropriate funding.

The PSNI was graded «adequate» in attracting, developing, and retaining its workforce, and in using its powers fairly. However, the report noted that the service will lack enough detectives to meet demand and faces ongoing workload pressures. While stop and search powers were deemed «reasonable and proportionate,» record-keeping and supervision need improvement, and the service does not accurately record all instances of force use. Deputy Chief Constable Bobby Singleton welcomed the findings, acknowledging that achieving an «adequate» grading amidst chronic underfunding is remarkable.
