New €3 Customs Fee on Non-EU Orders Under €150 Begins July 1

New €3 customs charges are now applied to non-EU online orders under €150, impacting all EU member states. This fee, effective July 1, is per unique item and non-refundable, raising costs for consumers. Authorities warn of increased scam attempts related to these new charges.

New customs charges took effect today for deliveries from outside the EU valued under €150. Previously exempt, these online orders now incur a non-refundable €3 fee per unique item, impacting all EU member states and increasing costs and complicating returns. Orders from the UK are subject to these fees, but those from Northern Ireland to Ireland are exempt under the Windsor Framework.

The consumer protection watchdog advises that orders arriving from July 1, even if placed earlier, are subject to the new charges. Revenue states this ensures fairness for Irish and EU businesses. However, Fine Gael MEP Regina Doherty criticized the tax for burdening shoppers rather than large online platforms, arguing platforms should contribute to customs enforcement costs.

Each different product type in an order, like a skirt and a cap, will be charged separately, plus VAT. Identical items are taxed as one. Doherty warned this structure quickly adds up for inexpensive household items, increasing pressure on families. An Post indicates fees for most large retailers will be included at the point of sale, but some require payment to An Post, even if VAT was pre-paid. Smaller non-EU retailers may require VAT and duty payment before delivery.

The Competition and Consumer Protection Commission (CCPC) and Bank of Ireland warned of increased text message scams. Scammers may pose as delivery companies or Revenue requesting fees. However, charges are never paid directly to Revenue, and An Post will not send click-through links for payments. Bank of Ireland advises a «zero trust» approach to unexpected contact, urging caution against suspicious links and sharing sensitive financial details.
