New €3 Customs Fee on Non-EU Purchases Under €150 Begins July 1 in Ireland

From July 1, Ireland will implement a new €3 customs charge per unique item, plus VAT, on all non-EU purchases under €150. This fee aims to level the playing field for EU businesses and protect consumers. Fees are non-refundable, and shoppers are warned to be vigilant against scams related to these new charges.

From July 1, all purchases under €150 entering Ireland from outside the European Union, including the UK, US, and China, will incur a new €3 customs charge per unique item, plus VAT. This EU-wide fee aims to ensure fair competition for EU firms against discount retailers like Shein and Temu, and protect consumers from non-compliant imports. Previously, packages under €150 were exempt.

Each unique item in a package will be charged €3 plus 23% VAT. For example, buying a pen, a book, and a lamp incurs a €9 customs fee plus VAT. However, buying two identical items, like two t-shirts, will only incur one €3 charge. Retailers are responsible for categorizing items and should display all charges at checkout. Larger sellers like Amazon and Temu are prepared to collect these fees upfront. Smaller non-EU retailers might not, in which case delivery companies like An Post or DPD will collect the fees, often adding an administration charge of around €7.

Customs fees paid are non-refundable, even if items are returned. Revenue states this promotes sustainability by discouraging casual purchases. Shoppers are warned about potential scams; the Competition and Consumer Protection Commission (CCPC) expects a spike in attempts similar to post-Brexit. Real customs fees allow several weeks for payment. Revenue will never contact consumers directly for payment. An Post will not send click-through payment links, instead directing users to its app, website, or in-store options. If uncertain, contact the delivery company directly via official channels.
