Safe Ireland reports that 1,872 women were turned away from domestic violence services over a six-month period due to insufficient refuge capacity, accommodation shortages, staffing challenges, or resource limitations.

A one-day census on January 28 found 850 adults and 324 children received support. Safe Ireland, a national body, states the housing crisis is the biggest barrier to safety and recovery for victims. Interim Chief Executive Christine Lodge noted that leaving an abusive situation often initiates new barriers, including housing shortages and legal obstacles.

Nationally, 172 refuge units were available, with 10 unavailable for repairs or vacancies. On census day, 162 women and 93 children or dependent adults resided in refuge accommodation. The report also highlighted technology-facilitated abuse, with 52% of survivors reporting tracking or online harassment, and 62% experiencing financial or economic abuse. Safe Ireland advocates for increased refuge capacity, dedicated housing pathways, and greater investment in specialist services.
