EU to Propose Entry Restrictions for Russian Combatants by June Council

The EU will propose restricting former Russian combatants' entry by June's European Council, announced EU High Representative Kaja Kallas. Ukrainian Foreign Minister Andrii Sybiha supported the move, calling it a logical response to Russian aggression. This is part of a broader package including sanctions, cultural funding cuts, and a €90 billion loan for Ukraine.

The European Union will present proposals to restrict former Russian combatants' entry into the bloc by June's European Council. EU High Representative Kaja Kallas announced this after a meeting of EU foreign ministers in Brussels, listing it among measures to counter Russian destabilization efforts.

Ukrainian Foreign Minister Andrii Sybiha endorsed the proposal, stating it is a timely step showing Russians that fighting in Ukraine incurs an entry ban to Europe. He urged all EU member states to support the initiative and adopt national decisions.

The combatants' proposal is part of a wider Russia package. Ministers also approved sanctions against disinformation actors within the EU and extended measures against those destabilizing Moldova. Kallas also called Russia's return to the Venice Biennale «morally wrong» and confirmed the EU intends to cut its funding, stating Russia should not exhibit its culture while destroying Ukraine's.

Kallas expects a positive decision on a €90 billion loan to Ukraine within 24 hours and urged progress on the 20th sanctions package, with some ministers suggesting a 21st. The EU's EUMAM mission has trained over 90,000 Ukrainian soldiers. Kallas reported broad support for a fourth pillar of European security guarantees focusing on defense reform, hybrid/cyber threats, and veterans. Regarding the Druzhba pipeline, Kallas noted Ukraine committed to resuming flows, adding that leverage lies with Russia if countries buy its oil and gas.
