EU Expects First €90 Billion Loan Tranche for Ukraine by Early June 2026

The European Union expects to transfer the first tranche of its €90 billion loan to Ukraine by late May or early June 2026, according to European Commissioner for Economy Valdis Dombrovskis, who spoke in Brussels on April 21.

Negotiations on a Memorandum of Understanding with Ukraine are ongoing, outlining reforms Kyiv must implement to receive the funds. Dombrovskis confirmed that Ukraine has secured sufficient financing from other international partners to cover its needs until the EU funds arrive.

EU ambassadors are set to give final approval to the €90 billion package on April 22. This loan, agreed upon by EU leaders on December 19, 2025, for 2026–2027, will be backed by the bloc's budget headroom. Hungary had previously blocked the loan, citing issues with oil transit via the Druzhba pipeline, but Prime Minister Viktor Orbán stated Ukraine is ready to resume supplies if the loan is unblocked.
