Denmark Will Not Grant Temporary Protection to Ukrainian Men Aged 23–60 Not Exempt from Service

Denmark is changing its temporary protection rules: men aged 23–60, not exempt from military service, will no longer receive residence permits. This is to prevent evasion of mobilization, Minister Morten Bødskov stressed. The changes will not affect already granted permits.

The Danish government is changing its rules for temporary protection for Ukrainians. Men aged 23–60 who are not exempt from military service will no longer be able to obtain a residence permit in Denmark.

The Ministry of Immigration and Integration stated that the amendments to the Special Act on Ukraine, adopted in 2022, aim to prevent the rules from being used to avoid mobilization. Minister Morten Bødskov emphasized that this undermines Ukraine's military efforts. The changes will not affect residence permits that have already been granted.

As of early May 2026, approximately 47,600 displaced persons from Ukraine resided in Denmark with residence permits under this law. The government will continue to analyze the situation with displaced persons.
