Ukraine's SBU Alfa unit struck Russia's Samara oil terminal overnight on April 21, damaging five 20,000-cubic-meter crude tanks at the facility that produces the Urals export grade of oil.

Ukraine has developed a new exoskeleton with no electronics or power supply, designed for frontline conditions. Additionally, 11 countries are interested in Ukraine's drone defense technology, with three Gulf states signing 10-year deals. Ukraine has also delivered 92% of last year's fiber-optic drones to the front in under four months. German Defense Minister Boris Pistorius noted the global demand for Ukrainian defense tech.

The EU plans to provide Ukraine with the first tranche of a €90 billion loan in late May or early June 2026. This loan covers two-thirds of Ukraine's 2026–2027 financial needs, but a funding gap remains for 2027. Separately, Russia bombed a pipeline, and Hungary blocked a loan, both impacting Kyiv's financing through 2027.

Russian drones and two Iskander missiles hit Sumy hospital on April 21, injuring 15, including three schoolgirls. One person was killed in Kherson, and a school was destroyed in Sloviansk. Meanwhile, the number of Crimean political prisoners has reached 520, more than doubling since the full-scale invasion.
