However, Ms. Mullally's analysis overlooks a critical factor: cost. In many European contexts, property charges typically cover waste collection services, ensuring universal contribution. This contrasts sharply with the situation in Dublin 8, where I reside, and where public litter bins are frequently overflowing with household waste.

Until a system is implemented that mandates payment for waste services from all citizens, the introduction of underground bins alone will not resolve Dublin’s persistent waste problem.
