Circle Voluntary Housing Association Found «Non-Compliant» by Regulator AHBRA
Circle Voluntary Housing Association, receiving €10.5 million annually, was found «non-compliant» by AHBRA in governance, finance, and asset management. This marks a decline from a previous «compliant with improvements» rating. Circle acknowledged the findings, committing to a six-month plan to address issues, assuring no impact on tenants or services.
The Approved Housing Bodies Regulatory Authority (AHBRA) found Circle Voluntary Housing Association «non-compliant working towards compliance» with regulatory guidelines. This assessment, conducted between November 2023 and September 2025, identified issues in governance, financial standards, and property/asset management.
Circle, which receives €10.5 million annually from the Government and local authorities, manages over 2,600 homes for nearly 5,400 people. Its assets were valued at €376.6 million in 2024, with debts of €329.8 million. This marks a decline from a May 2024 AHBRA report, which found Circle «compliant with improvements.»
Circle acknowledged the findings, stating it is committed to addressing the issues and has begun actions to strengthen governance, financial oversight, and reporting, expecting completion within six months. The organization confirmed no impact on tenants, tenancy security, homes, or daily housing services.
