Zelenskyy at European Council Outlines Critical Needs for Winter 2026: Gas, Diesel, 300 Missiles

President Volodymyr Zelenskyy at the European Council outlined Ukraine's critical needs for winter 2026 if the war persists. He called for a «winter package» including gas, diesel, and at least 300 anti-ballistic missiles. The President also requested accelerated use of «peace fund» money and military financing.

President of Ukraine Volodymyr Zelenskyy, during his address at the European Council meeting, outlined the country's most critical needs that must be included in a «winter package» of support if the war continues until 2026. This was reported by «European Pravda» with reference to the Office of the President.

Zelenskyy stated that Ukraine aims to end the war with the Russian Federation by winter 2026 through a combination of pressure tools and diplomacy. However, if the Kremlin maintains its stance, Ukraine will require another «winter» aid package. He emphasized: «This must include an energy package: gas, diesel. I don't know what they will destroy this winter or before winter, so I say: gas, diesel, gasoline…. And, of course, we need a package of 300 missiles – at least 300 missiles, anti-ballistic missiles, for 3-4 months of these massive strikes… Help us prepare for winter. We are asking you for this now. We don't have time to think. We have only one choice – to decide what to do».

Furthermore, the President called for accelerating the use of unfrozen funds from the «peace fund» and appealed to the «coalition of the determined» to assist in financing the Ukrainian army.

Earlier on Thursday, Ukraine and Germany signed an agreement on the joint development of anti-ballistic air defense systems. Currently, Ukraine and Europe are critically dependent on American Patriot systems, whose continued provision is in question due to the unpredictability of the American administration and a deepened deficit of interceptor missiles following the US war against Iran, which depleted the stockpiles of US allies in the Middle East.
