Diplomats expressed doubt that discussions would conclude by July 14 — the date Ukraine and the European Commission propose for opening the next clusters for Ukraine and Moldova. One source predicts that Ukraine will receive a request for a negotiating position on each cluster, but the direct opening of clusters on July 14 will not happen.
Another diplomat suggested that several clusters, such as №6 «External Relations» and №2 «Internal Market», might be opened for Ukraine in July, but not all. Previously, the EU Council began technical preparations for opening clusters 2-6 for Ukraine and Moldova, and July 14 had been unofficially agreed upon in the EU as the date for opening five clusters.
