EU Leaders to Discuss Ukraine's EU Accession, Peace Talks with Zelensky on June 18

On June 18 in Brussels, EU leaders will discuss Ukraine's EU accession, peace talks, and support with President Zelensky. The meeting starts at 18:00. Detailed enlargement discussions are postponed until 2026, but the opening of negotiation clusters and the EU's diplomatic role will be addressed.

On June 18 in Brussels, EU leaders will discuss with Ukrainian President Volodymyr Zelensky further steps towards Ukraine's EU accession and the EU's potential participation in peace talks. The European Council meeting will begin at 18:00 with an exchange of views with European Parliament President Roberta Metsola, followed by a discussion of Ukrainian issues with Zelensky's participation.

A senior EU official stated that a detailed discussion on EU enlargement will likely be postponed until October 2026. On June 18, Zelensky will be congratulated on the opening of the first negotiation cluster for Ukraine, and prospects for opening subsequent clusters will be discussed. The agenda will also include the war situation, coordination of diplomatic efforts, support for Ukraine, and pressure on Russia (preparation of the 21st package of EU sanctions).

The role of Europe in peace talks will also be discussed, as elements of a future peace agreement will directly concern the EU. The official noted that Russia does not demonstrate a strong desire for serious peace negotiations. It is expected that after the change of government in Hungary, the European Council's conclusions will finally be approved by all 27 EU leaders.
