Von der Leyen: Ukraine's 2026-2027 Financing and Accession Talks — G7 Summit Topics
European Commission President Ursula von der Leyen stated that the G7 summit will address Ukraine's 2026-2027 financing gap not covered by the EU loan package. Additionally, the EU is opening the first negotiation cluster for Ukraine's accession, acknowledging its significant reform progress.
European Commission President Ursula von der Leyen announced that G7 leaders at the summit in Évian, France, will discuss how to cover part of Ukraine's financial needs for 2026-2027 that are not covered by the European Union's loan package. According to her, the EU loan package of 90 billion euros covers two-thirds of Ukraine's budgetary needs for the specified period. To cover the remaining portion, the European Union will need assistance from its G7 partners.
«Our 90 billion euro loan package covers two-thirds of Ukraine's financial needs for this and next year. The first payments will be made this month, and for the remaining third, we need Ukraine's partners to step up their efforts. This issue will be discussed at this summit,» emphasized the President of the European Commission.
Von der Leyen also announced that the European Union is «anchoring Ukraine in Europe» by opening the first negotiation cluster. She noted that Ukraine has made significant progress in reforms and fulfilled its part of the commitments. «Today, we are opening the first cluster in the EU accession negotiations. This is a huge step forward. Ukraine has made significant progress in reforms. They have done their part, so now we must do ours,» the official stated. On June 15, the EU will open the first cluster in Ukraine's EU accession talks, and European Commissioner for Enlargement Márta Kós expects the remaining five clusters to be opened in July. The scheduling of the intergovernmental conference to open the first negotiation cluster became possible after Ukraine fulfilled Hungary's last requirement.
