EU Plans First Tranche of €90 Billion Loan to Ukraine by Late May – Early June 2026

The European Union plans to provide Ukraine with the first tranche of an EU loan totaling 90 billion euros by late May or early June 2026. This was announced by European Commissioner for Economy Valdis Dombrovskis during a discussion with journalists on April 21, as reported by a correspondent for «European Pravda» from Brussels.

Dombrovskis noted that there are currently no delays in the technical preparation of the loan. «There are currently no delays in the work, and we are not creating any potential delays. I think it is possible to make plans for late May – early June,» he stated, responding to questions about the timeline for providing Ukraine with the first tranche.

According to the European Commissioner, negotiations are ongoing regarding the text of the Memorandum of Understanding with Ukraine, and a list of reforms that Kyiv must implement to receive the funds is being prepared. He added that Ukraine will have the necessary financial resources to wait for the EU funds to arrive in June, as funding has been mobilized from other international partners.

Earlier, on April 21, EU chief diplomat Kaja Kallas expressed expectations for «positive decisions» regarding the EU's 90 billion loan for Ukraine before a meeting of the EU Foreign Affairs Council. On April 22, EU ambassadors will attempt to finally approve the 90 billion euros for Ukraine at a meeting of the Committee of Permanent Representatives. Hungarian Prime Minister Viktor Orbán previously stated that Ukraine is ready to resume oil supplies via the Druzhba pipeline, provided that Budapest unblocks the EU loan of 90 billion euros.
