EU: Ukraine faces 2027 funding deficit, 90 billion euro loan covers two-thirds of needs

The EU has reported a funding deficit for Ukraine in 2027, despite a 90 billion euro loan covering two-thirds of needs for 2026-2027. Other partners have confirmed funding only for 2026. European Commissioner Valdis Dombrovskis highlighted the urgency of the 2027 funding gap.

The European Union plans to cover two-thirds of Ukraine's external financing needs for 2026-2027 through a 90 billion euro loan. However, other international partners of Kyiv have confirmed funding for the remaining one-third of Ukraine's needs only for 2026.

This was reported by a correspondent of «European Pravda» from Brussels, citing European Commissioner for Economy Valdis Dombrovskis. According to him, in 2026, Ukraine's funding is «largely secured,» while «a much more pressing issue is the funding deficit for 2027.»

Dombrovskis reiterated that in 2026 and 2027, the EU will provide Ukraine with 45 billion euros annually, covering two-thirds of the needs of the Ukrainian budget and military. The remaining one-third of the funds are to be provided by other international partners, including G7 states, international financial institutions (including the IMF), and EU member states offering bilateral support.

According to preliminary European Commission estimates, in 2026, Ukraine's macro-financial needs amount to 20.1 billion euros, and military needs to 51.6 billion euros, totaling 71.7 billion euros. In 2027, international support for Ukraine is expected to be at least 64 billion euros (32.2 billion for macro-financial needs and 31.8 billion for military needs). The first tranche of military aid under the 90 billion euro EU loan will be directed towards purchasing Ukrainian-made drones.
