Dublin City Council Grants 618 Apartment Plan Despite Cadbury Rodent Concerns

Dublin City Council approved plans for 618 apartments at the former Chivers factory in Coolock. This decision comes despite concerns from Cadbury's parent company, Mondelēz Europe, regarding potential rodent migration and noise pollution impacting its nearby chocolate production plant.

Dublin City Council has granted seven-year planning permission to London-based Platinum Lands Ltd for 618 apartments at the former Chivers factory in Coolock, north Dublin. The Large Scale Residential Development (LRD) plans involve four 10-storey blocks, reduced from an initial proposal of 621 units lodged last November.

Mondelēz Europe, parent company of Cadbury, raised concerns about potential rodent migration from the construction site to its nearby chocolate production plant, which operates 24/7 and produces brands like Twirl and Dairy Milk. Cadbury Ireland has been present since 1933, with the Coolock factory operational since 1956. Consultants for Mondelēz also highlighted noise pollution concerns from future residents impacting the factory.

In response, the council mandated adherence to Environmental Health Section Division requirements. These include making noise and vibration monitoring results available on request, following best practices for managing air and noise emissions, and ensuring the development prevents nuisances such as malodour, dust, or fumes to surrounding residents and public areas.
