Irish Colleges Need €220M Annually by 2033 for 19% Enrolment Surge

Irish third-level colleges face a nearly 20 percent enrolment surge by 2034, requiring over €200 million in additional annual funding. Minister James Lawless will present a report detailing the need for €220 million annually by 2033 to accommodate up to 250,857 students, driven by demographic trends and international student demand.

Irish third-level college enrolments are projected to increase by almost 20 percent over the next eight years, requiring over €200 million in additional annual funding. Minister for Higher Education James Lawless will present a memo to the Cabinet on Tuesday regarding the report «Projections of Demand for Higher Education 2025 to 2045».

The report forecasts a peak of up to 250,857 students by 2034, a 19 percent rise from current levels, driven primarily by demographic trends, specifically the large cohort born between 2007 and 2012. Undergraduate enrolments are expected to rise by almost 27,000, and postgraduate enrolments by 6,000 to 12,000, with future growth linked to non-EU international student demand.

Additional exchequer investment is estimated at €50 million by 2027, rising to approximately €220 million annually by 2033. The report also highlights the strategic importance of international students to Ireland’s higher education funding model, warning that a slowdown in non-EU enrolment growth could create further funding pressures. Currently, about 32,900 non-EU students are enrolled, with the largest groups from India, the United States, and China.

Following 2034, a comparable reduction in demand for third-level places is projected due to a declining national birth trend over the last 15 years, with figures expected to fall before plateauing in 2045. The current annual budget for Irish universities and third-level colleges exceeds €2 billion.
