Housing Minister Launches Public Consultation, Environmental Report for Apartment Planning Guidelines

The Housing Minister initiated a public consultation and environmental report for new apartment planning guidelines, «Planning Design Standards for Apartments 2026». This addresses a legal challenge that claimed previous guidelines lacked a required Strategic Environmental Assessment. The move aims to balance housing supply with quality standards.

The Minister for Housing has launched a public consultation and sought an environmental report for his revised apartment planning guidelines, titled «Planning Design Standards for Apartments 2026». This follows a legal challenge against proposed guidelines issued in July, which argued they violated the law by not including a Strategic Environmental Assessment (SEA).

The legal challenge was initiated by councillors Darragh Moriarty (Labour), David Healy and Dan Boyle (Green Party), Independent councillor Padraig McEvoy, and journalist Frank McDonald. They contended that the earlier guidelines would result in darker, more cramped apartments with less storage.

In November, Minister James Browne announced he would replace the proposed guidelines and prepare a draft National Planning Statement under new 2024 legislation, including an environmental assessment as a precautionary measure. The current public consultation invites submissions until 5:30 pm on 7 July 2026, alongside the SEA environmental report. The aim is to balance increased apartment construction with high standards, covering aspects like internal space, dual aspect ratios, and storage.

The Minister's spokesperson stated this approach provides certainty for the construction sector, noting existing guidelines remain active. Department of Housing sources indicate that rising costs challenge the delivery of social and affordable housing.
