EU's 21st Sanctions Package Excludes Aughinish Alumina Amid Debate Over Russia Exports
The European Commission will adopt its 21st sanctions package against Russia, but Aughinish Alumina, a refinery exporting to Russia, is excluded. Despite allegations its alumina aids Russian weaponry, the EU fears sanctioning the company, which supplies over 30% of Europe's alumina, could harm the EU more than Russia. Member states will review the package before enactment.
The European Commission is poised to adopt its 21st sanctions package against Russia, a measure implemented over four years after Russia's full-scale invasion of Ukraine. Member states will be granted several weeks to review the proposed sanctions before their official enactment.
Notably, Aughinish Alumina, a refinery located in Co. Limerick, will not be included in this latest sanctions package. The facility has been at the center of controversy due to its increased exports of alumina to Russia. International media has widely reported on the shipment of hundreds of thousands of tonnes of alumina from Aughinish to Russia.
Allegations, initially reported in March by a consortium of European media outlets including The Irish Times, suggest that alumina exported from the plant ultimately contributes to the weapons systems Russia employs in Ukraine, leading to the deaths of tens of thousands of civilians. Aughinish Alumina maintains its compliance with existing EU sanctions; however, since alumina itself has not yet been sanctioned, this defense has not appeased critics, including a growing number of Irish MEPs facing scrutiny from their Brussels counterparts.
Despite these concerns, and a spokesperson for Ms. Kallas indicating the issue would be discussed with the Taoiseach, the European Commission has opted against sanctioning alumina exports to Russia or listing the refinery. Senior officials and several member states reportedly believe that a more thorough assessment is required to determine if sanctioning Aughinish Alumina, which supplies over 30% of Europe's alumina, could inflict greater damage on the EU than on Russia.
