Swedish Court Allows Transfer of Cargo Ship Caffa to Ukraine in War Crime Probe

A Swedish court ruled the cargo ship Caffa can be transferred to Ukraine for investigation into alleged war crimes related to exporting goods from Russian-occupied territory. A Swedish court has ruled that the cargo ship Caffa, seized in the Baltic Sea in March, can be handed over to Ukraine. This decision clears the way for Ukraine's investigation into the alleged appropriation and removal of property from Russian-occupied Ukrainian territory, which Swedish prosecutors say could constitute a war crime.

The court's decision on June 4 upheld the legality of the seizure and found the vessel could be surrendered to Ukrainian authorities. The vessel's owner challenged the seizure but their request was rejected. The ruling must become legally binding, and owners have three weeks to appeal.

Ukrainian officials describe this as the first instance a foreign court approved the seizure of a vessel allegedly involved in exporting goods from Russian-occupied Ukrainian territory. Ukrainian Prosecutor General Ruslan Kravchenko stated the ship is suspected of systematically violating entry/exit procedures for occupied Ukrainian territory, concealing activities with false registration data. Ukraine had requested international legal assistance from Sweden in March.

Swedish police and coast guard boarded the Caffa near Trelleborg in March due to allegations of sailing under a false flag and violating maritime safety regulations. Investigators later questioned the vessel's legal nationality. Ukraine accuses Russia of removing and exporting grain and other resources from occupied regions, documenting shipping routes and cargo movements to pursue accountability through international legal mechanisms. This ruling is a significant international legal action and could set a precedent.
