Ukraine Simplifies Document Issuance for Youth from TOT in 5 Countries
Ukraine has launched an experimental procedure for youth from temporarily occupied territories to obtain documents. Citizens without a passport can now get an identity document at Ukrainian diplomatic missions in 5 countries. This will enable their return to Ukraine and subsequent acquisition of a Ukrainian passport.
Ukraine has introduced an experimental procedure for obtaining documents for citizens residing in temporarily occupied territories. Young people who have not previously held a Ukrainian passport will now be able to obtain an identity document at Ukrainian diplomatic missions in five countries.
According to «European Pravda», Ukrainian Foreign Minister Andriy Sybiha stated that Ukrainians born in temporarily occupied territories who have never held Ukrainian passports will now be able to apply to Ukrainian embassies and consulates to obtain an identity document for returning to Ukraine. This document will be provided free of charge. With it, they will be able to return to Ukraine and subsequently obtain a Ukrainian ID card and a foreign passport.
Sybiha added that the procedure for identity verification to obtain the document for returning to Ukraine has been simplified. This can be done at one of the designated Ukrainian embassies or consulates based on the testimony of a legally capable family member – a citizen of Ukraine, including remotely, via video call.
Applications can be submitted to the Ukrainian embassies in Belarus, Georgia, Armenia, Kazakhstan, as well as to the embassy in Turkey and the consulates general in Istanbul or Antalya. At the end of 2025, the Consulate General of Ukraine in Prešov, Slovakia, and the Vice-Consulate in Rzeszów, Poland, also opened.
