The US House of Representatives passed the Ukraine Support Act, authorizing over $1 billion in direct aid, up to $8 billion in loans, and strict sanctions on Russian oil, banking, and mining sectors. Eighteen Republicans voted against their party leadership and President Donald Trump.

The bill also imposes new export controls and targets entities doing business with sanctioned Russian companies. Its practical effect is limited as it requires 60 Senate votes, where Republican leaders have not scheduled a vote on a separate bipartisan Russia sanctions package. The White House indicated Trump would likely veto the bill, warning sanctions could «plunge the global economy into chaos.»

Ukraine’s Ambassador to the US, Olha Stefanishyna, called the House action «an important step forward,» reflecting continued bipartisan support. Republican Rep. Joe Wilson stated his vote aligned with Trump’s support for Ukraine. This vote follows the EU’s agreement to begin accession negotiations with Kyiv and its €90 billion loan package approved in April 2026. The US has approved approximately $195 billion for Ukraine since 2022.
