Ireland to Approve New Emergency Text Alert System, Operational Next Year

Irish ministers are poised to approve a new emergency text alert system, expected to be operational next year. This SMS-based system will warn citizens about disasters, terror attacks, or extreme weather, providing safety information and countering misinformation. The Office of Emergency Planning will manage the system, a long-term government ambition.

Irish ministers are set to approve the procurement of a new emergency text alert system, which is anticipated to be operational next year. This system will dispatch messages to citizens located near potential natural disasters, terror attacks, or extreme weather events, providing crucial information on safety measures and combating the dissemination of misinformation.

All European Union member states are mandated to implement a Public Warning System (PWS). Ireland's iteration will be SMS-based, delivering text messages directly to mobile phones as required. The Journal previously reported an expected introduction by November 2024 at the latest; however, the project experienced delays due to extensive procurement, engagement, and implementation procedures.

Minister Patrick O’Donovan will seek cabinet approval for the acquisition of the necessary systems and services to establish this public warning system, which will be capable of sending emergency warnings to mobile phones. The Office of Emergency Planning will oversee the management of the new alert system once it becomes fully operational. Sources indicate the phone alert system is expected to be active next year.

During a recent parliamentary question, Minister O’Donovan stated that developing such a warning system has been a long-term government ambition, noting its widespread use in other countries, including the United Kingdom. The system will also facilitate localized alerting based on network mast location.
