Sybiha: 8 Million Ukrainians Forcibly Abroad, Ukraine Working on Return

Foreign Minister Andrii Sybiha stated that, according to Ukrainian authorities, approximately 8 million Ukrainian citizens are forcibly abroad. This poses a security challenge for the state.

Ukraine, together with international partners, is working to create conditions for Ukrainians to return home, which is a key strategic goal. For this, security conditions must first be established in Ukraine. Kyiv is discussing return support mechanisms with partners, although not all countries are interested due to Ukrainians' contribution to their economies.

Sybiha cited Switzerland as an example, which introduced a return incentive program providing financial support, including travel costs and temporary housing rental. Ukraine is negotiating with European institutions and individual states regarding financial support for such programs.
