EU Migration and Asylum Pact: 10 Member States Adopt Legislation by May 2026

The EU Pact on Migration and Asylum takes effect June 12. The EC's May 8 report shows 10 Member States have adopted most national legislation by May 2026, while 13 others are still in legislative processes. Continuous efforts are needed for full implementation.

The EU Pact on Migration and Asylum will apply from June 12. On May 8, the European Commission (EC) released its third report on the Pact's implementation, noting significant progress by Member States (MS) in establishing key pillars, but emphasizing the need for continuous efforts to complete all components.

As of May 2026, ten EU Member States have adopted most of the relevant national legislation: Austria (May 20), Czechia, Cyprus (April 23), Estonia (May 18), Germany (February 27), Ireland (April 15), Lithuania (May 25), Netherlands (May 26), Portugal (May 7), and Slovakia (April 30). Slovakia's new Act on International Protection will be effective from June 12.

Thirteen other EU Member States are still drafting or adopting legislation: Belgium (March 6), Bulgaria (January 23), Croatia (February 11), Denmark (January 15), Finland (April 16), France (April 10), Greece (May 11), Italy (May 18), Latvia (February 16), Luxembourg (January 14), Romania, Spain, and Sweden (May 6). Information for Hungary, Malta, Poland, and Slovenia was not specified in the EC report.
