The head of the patrol police department of Ukraine, Yevhen Zhukov, resigned due to the actions of police officers during the terrorist attack in Kyiv on April 18, when they left civilians in danger. Zhukov called the behavior of the police officers "shameful" and stated that they acted unprofessionally and did not help the injured citizens.

Zhukov announced an internal investigation, as a result of which the heads of the police officers will be held accountable. He also noted that it is incorrect to judge the entire police force by the actions of individual police officers. Zhukov held the position since 2015.

The Prosecutor General, Ruslan Kravchenko, announced the opening of criminal proceedings regarding the improper performance of official duties by police officers during the terrorist attack on April 18, 2026. Earlier, a video appeared online showing two police officers fleeing the scene of the shooting.

In the Holosiivskyi district of Kyiv, a man opened fire, resulting in deaths and injuries. The attacker was later killed. Investigators qualified the killing of civilians as a terrorist act. According to the mayor of Kyiv, Vitali Klitschko, 6 people died, 9 injured were hospitalized, and 6 received assistance on the spot. As of April 19, 8 injured people were in hospitals.
