European Commission to Propose Opening First Cluster of EU Accession Talks with Ukraine and Moldova on June 16

On June 16, the European Commission will propose opening the first cluster of EU accession talks for Ukraine and Moldova. The proposal will be reviewed by Ministers for European Affairs and then by EU leaders. Ukraine aims for several clusters to open simultaneously, but the proposal concerns only the first.

The European Commission plans to officially propose opening the first cluster in the negotiation process for Ukraine's and Moldova's accession to the European Union on June 16. This information was reported by Euractiv, citing an informed official, and also by «European Pravda».

According to the source, the European Commission will submit the relevant proposal for consideration by the Ministers for European Affairs during a meeting of the General Affairs Council in Brussels. This timeline would allow EU leaders to approve the decision at a European Council meeting in Brussels two days after the proposal.

It is important to note that media reports specifically mention the opening of the first cluster, not several simultaneously, as Ukraine desires. Earlier, Estonian Foreign Minister Margus Tsahkna expressed a wish for the EU to open all six accession negotiation clusters for Ukraine before the June summit. Similarly, Ukrainian Foreign Minister Andriy Sybiha, after talks with his Hungarian counterpart Anita Orban, stated that accession negotiations should be opened by the end of the first half of 2026. Previously, Hungarian Prime Minister Péter Magyar explained Hungary's conditions for opening the first cluster with Ukraine.
