463-Bed Hostel Approved for Dublin's Camden Street Lower Despite Opposition
A 463-bed hostel on Dublin's Camden Street Lower has been approved by An Coimisíún Pleanála for Balrath Investments UC. This decision overrides local opposition and an inspector's refusal recommendation, with ACP citing enhanced accommodation choices and a mix of uses.
An Coimisíún Pleanála (ACP) has granted planning permission to Balrath Investments UC, owned by businessman Eamon Waters, for a six-storey, 463-bed hostel at 1-4 Camden Street Lower, Dublin 2. This approval allows for the change of use of an existing building from retail and gym to a tourist hotel, with an addition of four floors.
This decision overturns a recommendation from an ACP inspector to refuse permission, who cited concerns about the loss of the gym and the hostel's potential negative impact on the area's vibrancy. The city council had also previously refused permission in December, stating the development would be overbearing on protected structures and set an undesirable precedent.
However, ACP concluded that the hostel would enhance accommodation choices, contribute to a mix of uses, and not detract from adjoining property amenities. They also noted the availability of alternative sports facilities in the area. Local residents, including the Grantham Street Residents Association and businesses like the Green Bench Café, had voiced opposition, citing concerns about noise, late-night activity, and the undermining of Camden Street’s character.
