Baltic States Seek Ukraine's Bomb Shelter Expertise Amid Russian Drone Threat

Baltic states are turning to Ukraine for expertise in bomb shelters and civilian protection due to rising Russian drone activity near NATO territory. Recent incursions have prompted discussions with Ukrainian defense industries, including Metinvest, on wartime preparedness and shelter construction. This reflects growing concerns over Russia's long-term security threat.

The Baltic states are increasingly seeking Ukraine's expertise in bomb shelters and civilian protection due to growing concerns over Russian drone activity near NATO territory. This follows several recent drone incursions into Baltic airspace, including an incident in Lithuania last week that activated NATO’s Baltic air-policing mission and prompted Vilnius residents to seek shelter.

Ukrainian defense industry representatives, including Ihor Fedirko, head of the Ukrainian Council of Defence Industry, confirmed that Baltic companies and officials have approached them to discuss shelter construction and wartime preparedness. Metinvest, one of Ukraine’s largest steel producers, has held preliminary talks with Baltic governments about shelter construction, leveraging its experience from producing civilian shelters and military fortifications since Russia’s 2022 invasion.

Baltic leaders, including Lithuania, Latvia, and Estonia, have consistently warned that Russia poses a direct, long-term security threat. Lithuania’s Foreign Ministry noted that Ukraine’s experience is vital for strengthening its civil protection systems. Concerns over potential future attacks have also impacted Baltic real estate markets, with underground spaces increasingly marketed as shelters since 2022.
