Ukraine's Agricultural Exports to EU: Political Weight Exceeds Trade Volume, Says Vysotskyi

Ukraine's Deputy Minister Taras Vysotskyi noted the political weight of Ukrainian agricultural imports in the EU exceeds actual trade volumes. Despite Ukraine's reliance on agricultural exports to the EU, they constitute less than 7% of EU imports. Farmer protests led to reinstated quotas, but the core issue remains the potential impact of Ukraine's large agricultural sector on the EU's Common Agricultural Policy upon accession.

Taras Vysotskyi, Ukraine’s Deputy Minister of Economy, Environment, and Agriculture, stated on May 22 that the political significance of Ukrainian agricultural imports in the EU is disproportionately larger than actual trade volumes. While agricultural exports constitute over 50% of Ukraine's total exports, with the EU purchasing about half, Ukrainian goods represented less than 7% of the EU's €171.8 billion agricultural imports in 2024.

EU tariffs and quotas on Ukrainian agricultural produce were suspended in 2022 following Russia's invasion. However, this led to farmer protests in Poland, Slovakia, and Hungary from 2023 to 2025 due to disrupted local prices. The tariff suspension ended on June 5, 2025, and a new deal, agreed on June 30, reinstated quotas with safeguards. Vysotskyi emphasized that the issue is more political than economic, driven by geographic proximity and farmer organization in transit states.

The larger concern for EU member states is the potential impact of Ukraine's accession on the Common Agricultural Policy (CAP). Ukraine's pre-war agricultural land of 41.3 million hectares, though reduced to 24.5 million hectares by Russian occupation, is still substantial. The CAP distributes payments by farm size, and the dominance of about 110 large agroholdings in Ukraine raises subsidy concerns among EU farmer associations. The next negotiation round is expected to be influenced more by the politics in Warsaw, Bratislava, and Budapest than by EU-wide market data.
