An Coimisiún Pleanála approved plans for 583 apartments in Walkinstown, rejecting an appeal from KeyGreen Ltd, a nearby waste facility concerned about operational restrictions due to resident complaints. The development, backed by Elkstone, will provide much-needed housing in Dublin.

An Coimisiún Pleanála has approved plans for 583 apartments in Walkinstown, rejecting an appeal from KeyGreen Ltd (formerly KeyWaste Ltd), a 24-hour waste facility in Greenhills Industrial Estate adjacent to the site.

KeyGreen Ltd had expressed concerns that future residents might complain about noise and smells, potentially leading to restrictions on its operations. However, An Coimisiún Pleanála concluded the development was «suitably designed and mitigated to avoid any unacceptable impacts for future residents or any associated impacts on the operation of the KeyGreen facility».

Steeplefield Ltd received original planning permission from South Dublin County Council in December 2025 for the development, which will demolish a former Chadwicks builders merchant premises. The project includes 288 one-bed, 238 two-bed, and 57 three-bed apartments across four blocks (five to 11 storeys), a childcare facility, seven commercial units, 267 car parking spaces, and 1,269 bicycle spaces.

Elkstone, the investment firm backing Steeplefield Ltd, stated its pleasure with the approval, noting it will bring «much-needed supply to Dublin and helping ease pressure on renters and buyers». Ravensburg Unlimited, another company near the site, withdrew its appeal earlier this year.
