Nursing Home Discharge Notices Cause Panic, Trauma for Families in Ireland

Families in Ireland are facing panic and fear after receiving short-notice discharge notices for loved ones in nursing homes. These notices, typically requiring residents to leave within 28 or 30 days, are causing significant stress, with some families believing they are issued after raising concerns about care. Advocacy groups warn of a “chilling effect” where families fear challenging care aspects and highlight a “power imbalance” between families and nursing home operators.

The Irish Association of Social Workers (IASW) calls these discharges “evictions” and a “clinical, social and humanitarian risk,” citing a failure of state duty to protect vulnerable citizens. They, along with Sage Advocacy and Care Champions, note an increasing pattern of older people being displaced from long-term care due to complex care needs. Prof. Mary Rogan of Trinity College Dublin states this “transfer trauma” can potentially shorten older people's lives.

Last year, the Health Information and Quality Authority (HIQA) received 37 complaints regarding discharge notices, with 34 concerning privately-run nursing homes and three related to HSE-operated facilities. Issues cited included quality of care, care planning, governance, management, and communication. One family, whose father faced discharge threats after they raised concerns, described the heartbreaking reality of actively seeking alternative options with no available beds nearby. Another family shared their experience of a mother's discharge, leading to improved health at home but also feelings of shame and judgment.
