EU and Ukraine Make Significant Progress in Talks on 90 Billion Euro Loan Tranche Conditions

Ukraine and the EU have made significant progress in negotiations on the conditions for a tranche from a 90 billion euro loan. European Commission spokesperson Balazs Ujvari stated that economic and political conditions are being discussed, including rule of law and anti-corruption reforms.

Ukraine and the European Union are continuing negotiations on the Memorandum of Understanding regarding the provision of macro-financial assistance to Ukraine within the framework of a 90 billion euro loan. The parties are discussing the economic and political conditions for receiving these funds.

Balazs Ujvari, spokesperson for the European Commission, responding to a question from a «European Pravda» correspondent, stated that the EU and Ukraine are still finalizing three documents but have made significant progress, especially concerning the Memorandum of Understanding. He reminded that this Memorandum is based on three main pillars: an agreed program with the IMF (which Ukraine already has), economic reforms, and certain political conditions. Ujvari noted that negotiations with Ukraine are proceeding very well and expressed hope for a quick final «green light».

Earlier, «European Pravda» reported that to receive part of the budget support from the 90 billion euro EU loan, Ukraine must implement a series of reforms related to the rule of law and anti-corruption. According to «European Pravda» sources, these requirements will include elements of a plan known as the «10 points of Kachka-Kos,» specifically the adoption of an Anti-Corruption Strategy. These reforms are areas where Ukraine has not yet demonstrated sufficient progress.
