Dublin: 24,246 Apartments Under Construction, House Building Falls 13%

Dublin has nearly 25,000 apartments under construction, a 1.2% increase, but house construction fell 13% to 7,690 units. Over 41,000 apartment permissions are inactive, while 31,936 units are active across 202 sites. Planning backlogs have reduced due to improved resources.

Nearly 25,000 flats are under construction in the Dublin region, according to the Department of Housing's Housing Supply Monitor Report for Q1. This represents a 1.2% year-on-year increase in apartments being built.

However, planning permission for over 41,000 apartments remains inactive, a 5% increase from Q1 last year. The number of houses under construction fell by approximately 13% to 7,690 in Q1. Over 80% of residential units with planning permission are apartments.

Of 78,658 permitted units for Dublin, 31,936 have been activated, including 8,462 built and 23,474 under construction on 202 active sites. Planning applications awaiting decision decreased by 5% year-on-year to 13,647 units, down from a peak of 34,410 in Q4 2022, attributed to enhanced resourcing of An Coimisiún Pleanála.

In Dublin City Council area, 28,498 new homes have planning permission, with 97.9% (27,911) being apartments. Of these, 13,678 permissions are active (up 22.1% year-on-year), comprising 1,523 built and 12,155 under construction on 71 active sites. Apartments account for 97.3% of active permissions in this area.
