Ireland to Miss June 7 EU Pay Transparency Directive Deadline

Ireland will miss the June 7, 2026, deadline for the EU Pay Transparency Directive due to a lack of national legislation and guidance. The directive aims to combat pay discrimination and close the gender pay gap. Business groups are seeking delays and clarity, while the government plans a phased implementation.

Ireland will miss the June 7, 2026, deadline for implementing the EU Pay Transparency Directive, as no draft legislation or guidance for employers is currently available. The directive, approved in June 2023, aims to combat pay discrimination and close the gender pay gap by enhancing transparency in pay and promotion processes, requiring salary range disclosure during recruitment, and prohibiting inquiries about past earnings.

Indeed data from March 2026 shows only 39% of Irish job postings include salary information, lagging behind the UK (56%), Netherlands (48%), and France (43%), though ahead of Germany (12%) and Spain (17%). This directive introduces enforcement mechanisms, making employers responsible for justifying pay differences, with penalties to be determined by individual states.

ISME has expressed concerns to Minister Norma Foley, requesting more time and a transition path, citing challenges for SMEs in comparing jobs of «equal value». Ibec has also called for a confirmed delay, warning of potential costly mistakes by employers due to the lack of legislative guidance. The Department of Children, Disability and Equality acknowledged delays due to factors like the late publication of the Irish Employer Gender-Neutral Job Evaluation toolkit in March 2026, stating implementation will be phased after legislation passes. Employers will not be penalized for not meeting all elements by June 2026.

While Irish law has recognized equal pay since the 1970s, this directive provides employees with more effective means to access information on pay structures, supporting potential pay claims. A survey by HRLocker found only 14% of Irish SMEs strongly understand the directive, with 70% citing legal compliance as their biggest worry.
